SAA認證為澳大利亞的標準機構(gòu)為Standards Association of Australian旗下認證，所以很多朋友稱為澳大利亞認證。進入澳大利亞市場的電器產(chǎn)品必須符合SAA認證。SAA 的標志主要有兩種，一種是形式認可，一種是標準標志。形式認證是只能樣品負責，而標準標志是需每個進行工廠審查的。SAA的認證范圍主要分為質(zhì)量管理體系； 環(huán)境管理體系； 職業(yè)健康與安全管理； 信息安全管理； 常見產(chǎn)品申請澳大利亞SAA認證的周期是3-4周，如果產(chǎn)品質(zhì)量不達標，可能日期會有所延長。如果運送的產(chǎn)品未獲認證，將會扣留或沒收產(chǎn)品或罰款

澳大利亞的標準機構(gòu)為Standards Association of Australian，所以很多朋友把澳大利亞認證稱為SAA認證。實際上SAA只是標準制定機構(gòu)，而不頒發(fā)產(chǎn)品認證證書。SAA后來又改名為：Standards Australia Limited。SAA是獨立的公司，與政府沒有直接的關(guān)系，但是聯(lián)邦政府和州政府是它其中的成員。SAA和澳大利亞聯(lián)邦政府簽署了一個備忘錄，承認SAA是澳大利亞的非政府標準組織的最高組織。備忘錄也指出，標準
的制定要與WTO的要求一致。因此，有協(xié)議指出當合適的國際標準已存在時，就不用制定新的澳大利亞標準。澳大利亞的標準以“AS”開頭，澳大利亞與新西蘭的聯(lián)合標準以“AS/NZS”開頭。澳大利亞的標準與新西蘭的標準基本與IEC一致，同時存在一些國家差異。澳大利亞和新西蘭推行標準的統(tǒng)一和認證的相互認可，產(chǎn)品只要取得一個國家的認證后就可在另外一個國家銷售。
SAA是進入澳大利亞市場的電器產(chǎn)品須符合當?shù)氐陌踩ㄒ?guī)，即業(yè)界經(jīng)常面對的認證。由于澳大利亞和新西蘭兩國的互認協(xié)議，所有取得澳大利亞認證的產(chǎn)品，均可順利地進入新西蘭市場銷售。所有電器產(chǎn)品均要做安全認證（ SAA ）。SAA 的標志主要有兩種，一種是形式認可，一種是標準標志。形式認證是只能樣品負責，而標準標志是需每個進行工廠審查的。目前國內(nèi)申請 SAA 認證有兩種方式，一種是通過 CB 測試報告轉(zhuǎn)，若沒有 CB 測試報告，則也可以直接申請。
澳洲和新西蘭是兩個人口較稀少的國家，人口只有2300萬人口， 但消費能力非常強。
被人們普遍認識的SAA (Standards Association of Australia) 其實是一個標準研究所，主管標準的制定和修訂。進入澳洲（包括澳大利亞和新西蘭）的電子電器等產(chǎn)品必須通過該認證，在產(chǎn)品上打上認證證書編號，才能合法地進入澳洲銷售。
1.新法令將從今年3月1日正式實行。
2.SAA認證和C-Tick認證講逐步取消，代之以RCM認證，該認證涵蓋安規(guī)和EMC（C—TIck可能仍然會適用于一些小功率的無線產(chǎn)品）。
3.所有電子產(chǎn)品，將分為三類：High，medium, low Risk。我們目前沒有詳細的劃分范圍資料，一般來說，電池驅(qū)動和電壓在12V以下的產(chǎn)品是低風險，240V標準電壓產(chǎn)品為中風險，高電壓產(chǎn)品為高風險。低風險產(chǎn)品的緩沖期是6個月，中高風險產(chǎn)品緩沖期為3年（該期限是澳洲相關(guān)協(xié)會的建議，但是具體法令上政府還沒有最終確認）。
4.RCM認證只能由澳洲當?shù)毓旧暾?，該公司必須向澳洲政府申請一個RCM號碼。中國生產(chǎn)商和出口商可以用自己的名義申請IEC或者AS/NZS報告，但是該報告必須交由澳洲進口商來申請RCM。申請注冊費用為每年每產(chǎn)品每商標75澳幣（舉例說明，澳洲某個公司擁有兩個商標：A和B，他從中國進口了完全相同的一個批次的產(chǎn)品，一半打上A的商標，一個打上B的商標，那意味著必須支付150澳幣每年的注冊費用）。
5.根據(jù)該專家的意見，由于進口商將承擔產(chǎn)品質(zhì)量不合格的風險（責任方），而且非澳洲公司無法直接申請RCM認證。則估計，越來越多的稍有規(guī)模的澳大利亞公司，會改變目前為了降低費用，由中國生產(chǎn)廠承擔費用制作報告和申請SAA的做法。他們將傾向于指定有一定能力和聲望的實驗室，提供保險的報告和測試數(shù)據(jù)，再由他們來申請澳洲RCM認證。
6.理論上，澳大利亞實驗室也可以作為申請方幫助某個公司獲得RCM的認證。但是根據(jù)該專家的意見，由于從法律上承擔的責任較大，估計大部分澳大利亞實驗室不會主動冒這個風險，即使來做，相關(guān)費用也可能會比較高。
澳大利亞是聯(lián)邦國家，電器安全及能耗要求的認證、控制和管理工作由各個州或地區(qū)的監(jiān)控部門（Regulatory Authority）按照本州/地區(qū)的認證程序進行。任何一個州頒發(fā)的證書在其他州/地區(qū)同樣有效，不用任何附加手續(xù)。此外，SAA標準制定機構(gòu)的全資子公司QAS（Quality Assurance Services Pty Ltd.）是澳大利亞的NCB（National Certification Body），其出具的證書也到了各個州或地區(qū)的承認，具有同等的效力。

除以上各個州的監(jiān)控部門可以發(fā)證，其他民間機構(gòu)如SGS TCA等也能獲得政府認可。
澳大利亞沒有統(tǒng)一的安全認證標志，各個州或地區(qū)都先后以立法的形式規(guī)定了對電器產(chǎn)品的管理方法。雖然名稱及頒布的日期不盡相同，各個州或地區(qū)關(guān)于電氣安全立法的內(nèi)容基本一致。電氣產(chǎn)品分為管制類電氣（prescribed product）和非管制類產(chǎn)品（Non-prescribed product）。管制類電氣產(chǎn)品根據(jù)AS/NZS4417.2劃分，包含電熱設(shè)備、制冷設(shè)備、電動工具、零部件等。目錄在政府的公報上公布，并根據(jù)實際情況增加。昆士蘭州、新南威爾士州及維多利亞州在認證進程中最為活躍。以昆士蘭州為例，電力法（the electricity Act 1994）宣布了電器認證、銷售及使用的詳細規(guī)定。
1、管制類電器：管制類電器強制必須取得由監(jiān)控部門頒發(fā)的認可證書（certificate of approval），并且規(guī)定標識（必須打上證書號）。應(yīng)當注意的是，認證程序只針對安全性而非性能或品質(zhì)，除非與安全性相關(guān)。證書號的第一個字母顯示該證書由哪個州或地區(qū)頒發(fā)。
2、非管制類電器：非管制類產(chǎn)品雖然不強制取得認證，但其安全性由銷售商/生產(chǎn)商負責，可以自愿申請認證。監(jiān)控部門將為符合標準要求的產(chǎn)品頒發(fā)符合性證書（Certificate of Suitability）.取得符合性證書的電器產(chǎn)品可以打上證書號，證書好最后的字母顯示該證書由哪個州或地區(qū)頒發(fā)，如：
CS/431/Q（昆士蘭）
CS/108/N(新南威爾士)
RCM標志：目前澳大利亞和新西蘭正在引入RCM標志（Regulatory Compliance Mark）,以實現(xiàn)電氣產(chǎn)品的統(tǒng)一標識，該標志是澳大利亞與新西蘭的監(jiān)管機構(gòu)擁有的商標，表示產(chǎn)品同時符合安規(guī)和EMC要求，是非強制性的。在產(chǎn)品取得安全認證和電磁兼容注冊后，可通過頒發(fā)安全認證的監(jiān)管機構(gòu)或“RCM Registrar”(Standards Australia)申請使用RCM標志。
電器產(chǎn)品的EMC（電磁兼容性）要求，即是在固定場合下，電器設(shè)備產(chǎn)生的電磁擾動的量度必須低于一定的標準，不妨礙其它電器正常工作；并且設(shè)備自身也具有一定抗電磁擾動的能力。
盡管在大部分州與地區(qū)對白家電與家用空調(diào)的能耗都有類似的強制要求，各個州的強制認證產(chǎn)品目錄不盡相同。目前昆士蘭州與維多利亞州的產(chǎn)品目錄最為齊全。任何一個州的登記在其他的州與地區(qū)也同樣有效。能耗要求適用于下列家用電氣：
電冰箱與制冷器（測試標準：AS/NZS 44741.1、AS/NZS 4474.2）
洗衣機（測試標準：AS/NZS 2040.1 、AS/NZS2040.2）
干衣機（測試標準：AS/NZS2442.1、AS/NZS2442.2）
洗碗機（測試標準：AS/NZS 2007.1、AS/NZS2007.2）
單向家用空調(diào)（測試標準：AS/NZS3823.1.1、 AS/NZS3823.1.2、AS/NZS3823.2、AS/NZS3823.3）申請人必須向監(jiān)控機構(gòu)提交申請表并附上完整正確的測試報告及能耗標簽的樣本。測試報告必須由經(jīng)認可的實驗室出具，自簽發(fā)日起三年內(nèi)有效。
四、電磁安全性要求
電子電器產(chǎn)品進入澳洲，除安全標示外，還應(yīng)該有EMC標志 即c-tick 標志。目的是保護無線電通訊頻段的資源，它規(guī)定的實施制度有點類似于歐洲的EMC指令. 因此，可以由生產(chǎn)商/進口商進行自我聲明。但是，在申請C-tick標志之前，必須要按相關(guān)CISPR標準進行測試。并要由澳洲進口商背書&提交報告。 澳洲 ACA(Australian Commication Authority ) 統(tǒng)一受理，發(fā)放登記號碼。
在澳大利亞電磁兼容性由ACA（Australian Communications Authority）監(jiān)控，在澳大利亞的EMC體系下，產(chǎn)品分為三類，供應(yīng)商在銷售二、三類產(chǎn)品前必須在ACA注冊申請使用C-TICK 標志。
一類產(chǎn)品：對使用無線頻譜的設(shè)備干擾輻射較低的產(chǎn)品，如手動開關(guān)、簡單的繼電器、單向鼠籠式電感電機、電阻等。這類產(chǎn)品在生產(chǎn)銷售時可自愿申請使用c-tick標志。
二類產(chǎn)品：對使用無線頻譜的設(shè)備干擾輻射較高的產(chǎn)品，如開關(guān)電源、電焊機、調(diào)光器、大部分的家用電器等。
三類產(chǎn)品：對使用無線頻譜的設(shè)備干擾極高的產(chǎn)品，即CISPR11與CISPR22覆蓋的產(chǎn)品。由于在ACA注冊申請使用C-TICK標志的申請人只限于在澳大利亞或新西蘭的注冊公司，可通過澳大利亞或新西蘭的買家或在澳大利亞或新西蘭由分支機構(gòu)/合作伙伴的認證機構(gòu)申請。
在SAA認證的范圍中，目前中國生產(chǎn)商申請SAA認證主要局限于產(chǎn)品認證這一項。而產(chǎn)品認證根據(jù)產(chǎn)品種類不同，主要采用兩種方式：“形式認可”與“標準標志”。其中“形式認可”只要求生產(chǎn)商提供產(chǎn)品樣品，根據(jù)SAA的產(chǎn)品標準進行實驗室檢測。而“標準標志”除了對樣品的檢測，還要求對工廠進行廠檢。一般要求工廠在申請認證的產(chǎn)品生產(chǎn)流程中有運行有效的質(zhì)量管理體系。

經(jīng)過以上其中之一認證受理機構(gòu)頒發(fā)證書后，打上認證公司縮寫代碼和登記證號即為”安全標示”，例如“N12345”, 表示由NSW 頒發(fā)的證書，登記號為“1234”。SAA 認證有兩種標志，一種是形式認可，一種是標準認證。形式認可只對樣品負責，標準認證既要對樣品負責，又要對工廠的品質(zhì)保證系統(tǒng)進行考核。
SAA的認證范圍廣泛，不同種類的認證標志也略有不同，主要范圍包括：
質(zhì)量管理體系；
環(huán)境管理體系；
職業(yè)健康與安全管理；
HACCP食品安全管理；以及產(chǎn)品認證
一般情況下，IT AV 燈具 小家電類常見產(chǎn)品申請澳大利亞SAA認證的周期是3-4周，如果產(chǎn)品質(zhì)量不達標，可能日期會有所延長。
提交報告到澳州審核時需要提供產(chǎn)品插頭的SAA證書(主要是針對帶插頭的產(chǎn)品),不然不給予辦理,產(chǎn)品里面的重要的元器件SAA證，像燈具需要提供燈具里面變壓器SAA證書，不然澳州審核資料不通過
